No they dont with the latest updates the Ps4 has 6 available now with only one reserved for the OS, you should read more and besides that doesnt change the fact that 32 gigs isnt going to hold much, meaning all the info will have to come off the the carts this is a step backwards not forwards.
4gigs of Ram and only 32 gigs of storage on system isnt going to do much considering most Ps4 and Xbone games are using 6 to 7gigs and Destiny alone is about twice the size of the available storage the Switch has, then you have to consider if those carts are Flash based as previous leaked suggest then they will need to support SDHC or SDCX so they can be up to 2T and they would have to be class 10 to support the 1080p and supposed 4k this leak suggests.
