The reason is simple: the development of a next generation game is expensive.
The MGS4 project started far before the PS3 launch, and we know very well that the PS3 is doing bad, expecially in the software sales, while the software for 360 sell very well.
I'm quite sure that at Konami more than a person would like to have a time machine to change their decision.

I doubt that MGS4 will sell more than 500k copies in its first mounth.
