Altus decided when to release the game not Sony. Persona is not a Sony property. I will guess that Sony informed Atlus that they Horizon on Feb, so they distant themselves for at least two weeks.

I got a question for my ps plus friends. Are you guys missing some past ps plus games in your library? I remember I downloaded raymen legend and mgs ground zero, but I deleted them for spaces.

I think a lot of us aren't that surprise. If Sony would release Horizon this year, they would have two huge exclusives releasing this year including Gran Turismo Sports. And to add to that, Sony has a good chunk of third party supports.
