their target has always been 30fps for driveclub because they wanted unique effects. You can see yourself the framerate dropping below 30fps in the earlier demos of driveclub.
rock solid 30fps was their target and they delayed it to reach it. The final product of driveclub wont be 60fps. The devs said so themselves...

the hard-drive in the ps4 is also "already becoming an issue" aswell because we have to pay another $80 for a 1tb internal HDD.
