Did you make it to the interior were you buy cars? its so slow along with weird scaling and there is so few npc's inside and out.

the consoles are just glorified tablets same die nothing is deadicated everything is shared.
So resolution is not the same on pc on the consoles heavy cpu games like this make it hard to push 4k 60 hence we need 1440p 60 or a better cpu.
