The perspective I assume is, look at what they accomplished on PS3, and then look at how much better the PS4 is than that.

Optimize for the most capable hardware, then cut any corners you have to for lesser hardware so that current gen owners feel sheep herded into buying a next gen console.

I personally believe that Rockstar is perhaps the most well placed developer in the industry right now.
Their strategy is literally full on evil genius...
They develop an engine, release GTA on that engine, then maybe a Max Payne, and a Red Dead...
Then, they heavily optimize that engine, which by that time has been a few years since each franchises last installment, and the install base is practically foaming at the mouth for a sequel. Then ...
I think most people who are getting a PS4 would do that.
BUT, if you want to talk about install bases, it's smart to not release a next gen or PC version yet.
If they release on current gen first, all those consumers would buy those up, and then if they released another version, those same consumers might just buy yet another copy.
