I've both two games for my 3DS and only like 17 have came out in Ireland. Maybe the problem is there's not enough games. Japan gets like 10 new games a week whereas we settle for a new mario or cooking game every two months.

There are women in the no russian level. There aren't many women in Special forces groups and some countries don't even let them join so not seeing them in that role is realistic. However women do serve in main fighting groups like infantry so they should be shown in that role. I have no problem playing as a female in a game but If I have a choice I would select a male.
Just finished Leons campaign ... it is kinda growing on me. The lack of costume select or weapon select or weapon upgrading is a severe letdown though.
