DLC in Little Big Planet is region specific. If you have the EU PAL version, you MUST use EU DLC. If you live in NA, you must use NA DLC. In other words, this DLC will only work with a NA account and a NA version of the game. That's just how it works.

GT5 always comes out in Japan first. It's a Japanese game. How in the world would there be a game coming out to NA/EU within the next 3 months without a release date? This is an impossibility.
