I'm have a problem like this but on my ps3. Ive downloaded the black island pack, the Edward the legend pack and the pirates bounty pack, but it will not work. It downloads but it wont activate in the game. It re-downloads every time i re-activate the code. Ive tried the psn and the in-game store. Nothing seems to work. Does anybody have any idea what to do?
Hmm....I got the millennium skins pack for me when i re-downloaded the season pass. But I still didn't get the brightest day and gotham by gaslight skins. It might not work but it's worth a try.

How do I unlock the brightest day and gotham by gaslight in story mode? Ive already completed the story on normal difficuility and they are available in multiplayer. And when i downloaded the millennium skins pack i didnt get the robin skin for multiplayer. Any helpful ideas?
