The differences I can tell besides better lighting in the E3 build are, Better foliage physics, cloth physics, "current build has none as seen on the umbrella's", smoke physics "seen from the sewage drains", more overall polygons as easily seen at the plaza where there are actual light bulbs and in the current build it's just a flat texture!
More light sources and possibly global illumination? Better reflections and textures!

They should make one based in the 13th or 14th century during the Scottish, British wars! It would be awesome! Kind a like a Assassin's Creed/Braveheart game and have the new game based in the French revolution tie in perfectly!
Have Howard shore score the game and go all out with huge bloody battles with full body dismemberment!
You can start as a peasant or farmer during the Scottish revolution and assassinate English royals and build your own army!

Lighting and shadows have been hampered drastically, physics aren't dynamic like the E3 footage, can't even go in club that was featured in the E3 build, no dynamic smoke, less pedestrians, reduced weather effects.
Even ultra settings on PC none of the post processing effects featured in the E3 build are present.
The way I see it, this is false advertising!
Because people know Watchdogs would get stomped on in every way possible compared to Infamous!
If you where to compare lighting, shading, reflections, animations and particle physics, like explosions, Infamous is truly head and shoulders above Watchdogs from a graphical perspective, not only that but it runs at full HD and at a higher frame rates!

The game looks average! No hidden sauce is going to fix that!
Imagine playing this on a Nvidia G sync! Even if it was a 40+FPS average it would be much smoothers then 30fps locked.
Even if they can't hit 60fps they should still have the option to unlock the frame rates like Kill zone: SF.

For the price, this isn't even worth it! Not even for Workstations, because you could simply get 3 Titan blacks in SLI and have full compute performance!
This isn't even two GTX 780Ti glued together, it's just 2X GTX 780's. They had to cut back on memory bandwidth just to reduce thermals and the card is so big it takes up four slots and negates the need for SLI, as said from the review from anandtech!
