Developer's don't program games specifically to do 4K. I can run games from well over a decade ago in 4K, before 4K monitors were even a thing.
Like I said retail is $59.99, correct? Regardless of what they are currently selling them for I paid 20 dollars under retail. I can give you the number to my local Walmart if you would like to debate them over what is a clearance item and what isn't.
I would say 40 dollars is clearance when the sticker on the box says clearance and it came from the clearance isle. Where does Microsoft sell 50 dollar controllers? 59.99 is retail.
