In today’s world where a lot of people are interconnected via social media and the net, the rapid-fire information makes it so that certain personalities or sentiments become a rallying cry or a sounding board. That’s why Twitter became popular — it allowed you to convey a message in the least amount of words that can be digested by a large number of people. As basic as that sounds, there's a lot more to it. Power level/gear thresholds (or tiers) do apply. If you just "play the game" in the simplest of terms, chances are you'd probably end up doing content that doesn't reward you with higher PL drops. That's why a little bit of pre-planning and having the correct information are necessary. The basic "playing the game" idea is how a number of players only end up struggling with +1 drops instead of +5s or +10s.

Actually I have one character (Titan) at 540. My Warlock and Hunter are at 532 with several weekly milestones that I can still pick up. Yes — like I said the app has “issues here and there” but at the same time I’ve rarely had issues with it.

Sadly yes - you will need the two DLC (Curse of Osiris and Warmind) plus the expansion (Forsaken) to catch up. There’s a “Legendary Collection” edition at £54.99 which has the DLC and Forsaken already. It also has the base game which you don’t need but, sadly, that’s how it’s bundled. There’s also the character boost which levels you up to be ready for Forsaken, although you’d still have to do some missions.

The app has a few issues here and there but I’ve rarely experienced these. For reference, the worst “unable to establish connection / please selecg your character” errors I got was when I was trying to swap weapons I could use to do the Chaperone quest with.
That app issue lasted an hour (for me). And I haven’t experience a major problem on other occasions.
I assume you still call your Belgian representative, and then someone who doesn't think it's gambling also calls at the same time.
The operator connects the two of you together and you have a good ol' Belgian debate over the phone.
