Actually all of that effects visual quality. Why do you think open world games always have to draw back in certain visual effects? There is just more to render. Drive clubs weather effects are probably the best I have seen, but don't be that ignorant in not knowing that open world games take a lot more processing power to run and can't push all the bells and whistles to the max.
Yeah and most Sony games don't have an open online world. . .

1. Who cares about high scores unless you actually WANT the bragging rights. If you don't care then why care?
2. The rare loot things keeping up with friends is just in a handful of games, but it's a major part of those games. If you don't have time then you don't have time and play something that fits your life schedule better.

Or you pay $10 a play a bunch of games you're interested in but didn't want to drop the price of buying all of them. So if you don't end up liking it or only moderately like it you didn't really lose much.
For example this morning I'm playing Hitman. I didn't buy it at the time because I didn't like the episodic release style, but now that I waited I have the entire pack to play on GamePass and didn't have to buy the Gold edition for like $40...

Actually the scene with the Asian guy clearly shows a downgrade in shadow quality.
There are points where 2017 look better and points where 2018 look better, but all and all the game looks phenomenal and the gameplay looks amazing also and that's all that really matters.
