Never say never mate but yes you're right. UK preload only went live on the day I wrote this though, since I'm UK based that's why it was published then.
You need to finish the tutorial missions and then a mission for Prospero. Then you need to go to him and check the Rewards Tab as I said in the article.

I can understand there being. The game just needs to be good enough to live up to what people want from it, but different enough that it isn't pandering.
