Arkham City is probably the best looking open world game to date (Assassin's Creed Revelations is on par). And for glitches, you'll have to look very hard to find any.
Skyrim uses Bethesda's own Creation engine.

Maybe because it's not really that impressive that it's capable of running a bunch of touched up PS2 games.

Seeing how big of a part Epic had in the Xbox 360's architecture, and how influential the UE3 engine has become this gen, I think Epic and their UE4 engine will make sure Microsoft dominates next gen.

By tactical you mean broken controls? Killzone 2 is one of the most overrated shooters this gen. Nice visuals, no substance.
