Firstly he has no first party knowledge as to the development.The CPU in Scorpio is all but confirmed to be Jaguar cores with some kind of hardware/firmware level instruction set for running DX12 should the engine support that. CPU heavy instruction is likely to bottleneck and cause FPS is issues.
