biggest difference here is that the game we are talking about is a third person game where the camera is locked while halo is first person
in a fps the framerate is much more important because the camera moves at free will
in a game where the camera is usually locked the visual difference between 30 / 60 becomes less obvious..
you notice the same in movies running at 24.. when the camera is locked you don't notice anything, but in a car chase scene or a first person scen...
if you are to wipe a surface with marker on it
from left to right
you will see that where the cloth stops and goes the other direction there will be a blemish of paint that gathered in the cloth while wiping
