That "incentive" was a last minute decision to get pre-orders up which if my local game store is to be believed didnt help much.
It goes a lot deeper than just bad marketing, it is also a PR disaster and Soderland is front and centre of that.

RDR2 has certainly set the standard for realism in an open world game but thats where it ends other than that it is what it is. It also proves along with the new Assassins creed games that bigger isnt always better at least in some cases. BotW also, not quite sure what standard it has set.
