With the PS3 selling so much better than the 360 this year worldwide and the PS2 only selling 1 million less than the 360 it might just be that way yes. A lot of people will buy a PS3 only because of this game. And look how many there is still playing games on the PS2. It's just a matter of time before the PS3 is on top.
