That's exactly what happens with Laptops! The CPU, and built in GPU's have power saving modes. Even the memory is clocked down in most modern Laptops for when it is on battery power mode.
It was not low budget, the reason for the graphics is it was made for a small vita screen. The Music in the second one is the best since FFVII easily. The second is out Now has been for over a month! I'm STILL playing it. I need a vacation, I'm over 180 hours into it.
Since they are both from this year and last in the US of A then I would say if they do, they will probably be a two for one (I could care less since I played them, other then wanting to have others play it).
I hate that term but that is the best way to describe it because they are basically spending extra time giving you background information on the charactors because each one of them will be fully developed. And you will care about them.
Okay I have a 2000 dollar gaming pc. Xbox one, PS4 pro. So I care about graphics. But this game is WORTH the graphical downgrade. This game is that good!

Good info Kalkano, if anyone get that game there is a fix for the game crash on steam. I have only started that game twice I will go back to it once I get past my backlog of PS4 JRPG's.
@Tulholdren plan to spend hundreds of hours just on trails of cold steel I and II on PS3 if you don't skip movies and quests.assignments, and bonding events. (they actually give you linking powers during combat which can be powered up themselves with more bonding events)

Another day, another JRPG e e eee! Wait number 3 of the series? I'm currently playing number 2 at 170 hours I got to the end, and the ending song, and a splash screen! After beating the final bosses, and a surprise boss.....TWICE....then the ending splash screen, and a awesome ending song. I can't get out of my head......
But 13 hours later I am still playing becaose after the final save there was more game that continued where it left off. I will pre pay one...
@No_more_heroes I'm one of there best customers, so before they announced same day I have been one of the test subjects for nearly a year. It work's great you order something and a couple hours later it is in your box or on your porch! DANG! Two day and then one day shipping got me shopping more. Now delivery in a few hours, betting me home from work will surely make me buy more still from amazon.
