This is (currently) an Xbox LIVE Indie Game. Developers were recently given the ability to use avatars in Indie Games. Microsoft has nothing to do with this (though they may publish it if they decide to put it on XBLA)
It's called Crescendo Symphony . It's pretty polished, if a little generic.
