At the beginning of every generation, yes. After each platform has consolidated its games, graphics is no longer a deciding factor.
Sony's firmware updates are no longer exciting. I'll wait without hype. Sony is terrible in that area.

Vita has games, that was not the problem that killed it. It was de expensive card memory. Sony fucked up Vita system.
Vita could have been the best handheld ever made ... but it died. The past is past and nothing will change that.
From EA I bought the Dragon Age Inquisition and ... before that only the NBA Jam on the Mega Drive in the 90's (I'm not even sure if it's from EA).
