Yeah I think it's a guess. Probably because Activision don't know the date, so they just listed the multiplatform date for retailers. So it'll really be released any time between Nov 13 and when the Wii U actually launches (late Nov, early Dec depending where you live).
Is anyone really surprised? It makes sense to do it now, rather than as a Treyarch port in a year or two, as has been the previous (terrible) system.

It's outrageously expensive, but Activision have proven they can charge it with MW2. If people pay, they will get away with it.

It's all about how it was used "without context". You'll be able to run over hookers in GTA V because Rockstar will show it has context as a badass mo-fo and that there are consequences for doing that. Therefore, it's fine.
