It's the Unreal Engine 2, what did you expect? The UE3 doesn't even look all that impressive nowadays.
That's totally not true. They started making the game so long ago when the UE3 was not around. They actually used a super enhanced version of the UE2 with physics and other effects.

Yeah, but if you take that much ram for the gfx your CPU is left with little ram which leads to less characters on screen and dumber AI. Gears of War used 400mb of ram for the GFX leaving very little for the CPU to work with, which is why the enemies were few and stupid.
