Yeah, i had similiar experience. I couldn't find one in big stores. However, i found one in one of these small store that you bargain for the price. Anyway, it is my best item i bought in 2018.

Bloodborne and it's DLC. Best souls game IMO.
It's probably to prevent modding. Just recently EmuMMC released which basically make you use two firmware for atmosphere(one OFW and one CFW), so maybe this update is for that? idk.
