Realistically 4K isn't even close to mainstream audiences and those TV's will be super expensive. PS4 needs to focus on a solid 60FPS or higher and full 1080p which takes advantage of all HD TV's on the market and reasonable....now since PS4 won't be out anytime soon, I think SONY will give us more than 1080p but not 4k. Maybe they will and it will also support 1080p TVs too. who really know atm?
