IMO i don't really care much about NPC's unless it's part of the actual storyline. An NPC saying some random suntence doesn't get me anywhere in the game. I've played my share of RPG's to explain my point. When an NPC tells me "I have to go to the bathroom!" I don't really see the point of even including them.
Square has already come up with different stories for all of their final fantasy games and other games such as Star Ocean. It would have to take some time to develop the story in a way that fits every piece together. It takes time to develop a plot and characters that go with it. And just to stay on topic...
Towns aren't really needed in Final Fantasy.
Towns and Temples in Final Fantasy X were used to get items to keep your party stable. The same thing applies in other Final Fan...
