easy . there are 3 ways to permanently fix this problem :
1) show the people being muted that someone has muted them . that way , they'll think twice before opening their mouth and start talking crap , or talking at all .
2) same with the report system , just add one more : suspected kid playing mature game . once they get to a certain number of report , the player can be considered a minor and tend to be grouped with minors alike .
