The other 30% is security required to be there by microsoft in order to try and curb piracy. So only 70% is available to developers, which they duly fill.
I think microsoft did well to convince you that compressing stuff to within an inch of it's life to cram it onto a dvd is the way to go. Also the ps2 didn't need dvds, should've stuck with cds. In fact, the playstation didn't need cds, should've used cartridges.
3rd party developers have a blu-ray full of space available on the ps3, but know they need to make sure that it fits on a dvd. It is the same as if the ps2 had a cd, and the xbox had a dvd, but developers knew they needed to fit it on a cd. Developers always want to use just one, because extra discs are expensive, it is handier and it is a simpler goal than making multiple discs.
Edit: Lazy one, that just isn't true, developers right now are going well over dvd size and compress...

Be real. How much is fine? If it sells 20,000 per month(I think that is VERY optimistic) for the next 10 months it has still sold only 289,000. For a GTA game that is terrible. I like the ds(there are four in my house) but you people need to stop acting like it has a similar demographic to the ps3/360, it just doesn't and those type of games won't sell well on it.

You never know it might be good. Nintendo's motion control is fairly shocking, it doesn't sense anything besides shaking the controller and pointing at the screen, so real motion control might be good, but I doubt I will ever like it more than the normal controller.

You do know that the 360 version is 7 or 8 months from being started right?

Or maybe not, could just be my opinion, is that in the long term a high price now might help. It may end up being seen as the luxury high quality console, and when the price finally comes down people may rush to get a piece of it.
They would've had to cut the development budget, which microsoft would definitely have no qualms about considering their first party policies, so yeah it would've been advertised better on the 360. Would've been a worse game though.
Which just meant it had a lot to live up to. They could have cut the game's budget if they wanted and used it for advertising, since it makes you so happy.
Buzz:Quiz Tv was ruined by it for me... My first time playing I was doing well I was first then in the last round you have as much time as you want(pretty much) and get to gamble 500 points to either win or lose depending on your answer. The guy who was coming last with almost no correct answers then gambled 500 on every question and got them all right.

The Japanese games are so big because they tend to prefer pre-rendered cut-scenes to in-game cut-scenes, and it is harder to compress that way since you have to store all of these pre-rendered movies as well as the game's animations on the disc. Western developers generally don't use pre-rendered cut-scenes and can therefore just use the animations which were already on the disc.
