Witcher 2 is coming from a relatively mediocre game, Withcer 1 from a relatively tiny Polish developer, while DA2 is coming from a critically acclaimed DA:O, whose developers have a great pedigree all the way from the '90s. Also, critic scores for DA2 might have been influenced by the BioWare/EA stamp, look at the user ratings to get the real picture.
