Everyone hated the shoe horned co-ip squad elements. That was one of the most disliked aspects of Halo 5 campaign.

You probably never played or experienced many 60fps games.
If you never heard of them why does that matter? It is just a game developer giving his views? Just like everyone else who speculates and gives their opinions on matters.
It will be embarrassing if next gen consoles can’t have most games running on 60fps. Like the tech inside is better than 90% of PC builds out there and yet a average mid PC build can run games on 60fps? PC’s have been running games on 60fps for a long time. No excuses.
