Sorry GTA IV was a disappointment to GTA Fans and doesn't deserve the scores and sales it got as everyone knows.

Something similar was a mod of counter-strike 1.6 FREE (online) and a full version offline mod on HL1.

Kefka actually successed in destroying the world. He does it after you play for 80 hours and visit all world. Get to love the cities and the world of FFVI. When you attack him you fail. He leaves you near dead. Destroys the world in front of you and your failure while laughing maniacly at you.
