Merciless is a decent fusion gun but not one of the best. All three weapons are mediocre at best. The launcher has huge recoil and riskrunner is a poor mans zhalo cell. When xur sells a raid exotic that's when I'll say yes he sells the best of the best. Until that happens all mediocre garbage.
If you want to know what exotic weapons are mediocre or suck. Just check what weapon he's selling. He never sells the good stuff.

The pay to win statement is a myth. Nothing in the micros gives you any type of advantage over anything. It's all just cosmetic stuff that you can get by grinding if you lack patience. There are more serious issues with destiny than shaders and micros. Number one there still isn't a way to find gamers actively looking to team up on raids or quest. You still have to go to an outside website. Number two people are creating bs clans just for engrams no one or at least very few are legit ...

I would theorize that people do this because they fiend for the loot. They want quick gratification for their efforts. As a famous person once said "no time to explain, what I don't have time to explain." Only time for loot. This is especially true for the raid. But it is better this time around. At least better than it was in the first destiny which was very brutal on noobs.
