No dude. It's completely online. It's an MMO. I've been playing it since JP beta and it's no different on Vita. And quests aren't actually downloaded; it's just an in-game concept.

I see absolutely no reason why people want the PS4 to release so bad when it just means spending another hefty price. PS3 still has amazing graphical prowess with good games yet to be released. The reason Nintendo is releasing Wii U NOW is because they were already "somewhat" behind in this generation.
It amazes me how people think Sony and MS should copy Nintendo's business methods to compete with them, especially after the trash their fanboys toss at them ever...
