MS doesnt MAKE the devs add friends list to all games. because for one the friends list is built into XBL. therefore all devs have to worry about is getting the game running. not separate friends lists (PSN) an not setting up expensive servers for their games(PSN) most PS3 games, the devs have to worry about online servers, friends list, voice chat ect. on the 360 all they have to worry about is getting the game finish.( oh an space, NO BLU RAY) other than that more...
