Did something change with the release-plans for this game, since N4G has the article marked as PS4 and X1? Devs have, AFAIK, only stated support for Windows, Linux, and Mac
Check the article for affiliate-codes? Likely a source of income for the site when people follow those links to go buy something.

Sony's requiring the games go through cert for both PS4 versions, they have the obligation to ensure games meet the requirements on original PS4s. If a game-studio drops the quality on the original PS4 for the NEO, Sony should be able to catch it.

If games are CPU bound, and you have 6x 2.1GHz cores (Legacy PS4 is 1.6GHz) to run on + 36 "compute units" (GPGPU style, on the new PS4), then you're either doing something very odd, or you're a fairly incompetent dev.
Sure, you can use all of that power for "stuff", but why not offload "stuff" on to a few of the extra ...
