Thats the thing of it. The GTA IV DLC wasn't just sitting their finished, waiting to be released a week or two later to milk us gamers. Rockstar began working on the DLC AFTER the game was finished. That is the DLC I love. When they go out of their way to add MORE to a game, instead of just leaving out pieces of a game and selling it for even more money.

All of that technology goes to waste for one reason: Lack of games on the PS3.
Microsoft have proven that they do not need fancy/useless technology to make AMAZING games. Unfortunately Sony still has yet to do that themselves.

Since the DLC is coming "so quickly", it means its probably done by now, so essentially they're just keeping content out of the game to sell it for even more money.
