No, NMS and Street Fighter V are not exclusives, just like Gears of War 4 and Quantum Break are not exclusives as well, it's really simple to understand.

Another fail made by Sony, these two last months are being terrible for PS gamers: PS Plus price, losing exclusives for pc and PS4 Pro without UHD player.
Star Fox really has potential, its an amazing series, but Platinum again ruined everything. Lets hope that they didn't ruin the entire series, i dont want to wait so long for another game again.
They really should instead of create awful games like Nuts & Bolts. Nintendo and Rare had a great partnership.

Microsoft is releasing games on pc because Xbox failed this generation, it's impressive how Xbox is probably the first console ever without exclusives, stop pretending that not having exclusives is a great thing, lol, you are embarassing yourself.
