Probably Rockstar will not announce anything on Gamescom, they prefer to announce by themselves, not on a game conference.
The next game from them will be probably the single-player dlc for GTA V, next i would bet on a new ip, could be Agent. Only after that we will see a new Red Dead for consoles and GTA VI.

Mad Max looks awesome, but sadly it's coming on the same day of Metal Gear Solid. I will try to buy the game this year though.
Spencer would not be crazy to take a shot at Sony, just look at the sales numbers and how many awards Sony exclusives got recently, also investing on new ips, can't say the same about the Microsoft.
