because uhd media isn;t the standard yet, more people own hdtv's than 4k tv's. Not an excuse, but financially it makes sense.
actually, here in the states, a few retailers were offering a free game $59.99 or less free with any xbox one s console. You could have bought halo bundle and got fh3 for free.
