Well I ain't excited much for the new Watch Dogs either, though being a PC gamer who never played Ghost Recon, it's worth a try.
The RX 490 by AMD will most likely target Nvidia's GTX 1080, I would expect much a bump from them, just trade blows between both cards.

They are continuously adding support. Some games are already Full Screen Compatible, but MS didn't actually specify the name of those games

R9 290 could easily max out games at 1080p with good FPS, better than consoles. If it comes to the cutting edge, at 1080p the R9 290 or even the GTX 970 will do very well. And yeah, if you have the monitor, 1440p decently as well
A GTX 780 or R9 290 will be cheap and will get the job done. No need to upgrade every year. Consider that
