RE 7 is still AAA game. budget lower than RE 5 and 6 but still expensive to make (use new engine,vr)
nowaday we see horror game (mosty run&hide or walk simulator) from indie developer than big publisher.

EA Spent a lot on Dead Space 2 Marketing, they did a lot media tie in.
Judge from Quantity I'm sure RE4 and Dead Space have hige budget (back then)
Amnesia is run and hide and didn't have a combat
The first game felt more like an action/horror title while TEW 2 feels more like a survival/horror (which is a a huge plus).
i think that because
TEW 1 focus on combat/shooting gameplay (Direct by Shinji Mikami) while TEW 2 more little focus on stealth gameplay (direct by John Johanas who direct 2 kidman dlc)
