You don't have all the logic. Games are specificly rebuilt for console and are optimised to bring out most of it's power. Computers have bloat that reduces proformance.
Stated as a minimum "at least" 30, they can go higher.

They had to compensate for low hard drive speed and i/o. First party would be optimised to take full advantage of storage speed to reduce file size.

It doesn't boost CPU, it just doesn't use it. Both ps5 and Xbox have a dedicated sound chip, games can use more power.
