I can bet my arm, that MS initial HW design evolves around constant always-online connection. they just tuned it down a little bit after Adam Oarth twitter drama. at the mean time the company is in chaos after Used-games fees reactions and there are conflicting decisions internally.
Even MS doesn't know what to do now, they are waiting for the higher ups to make a final decision.
They didn't go into details about systems GPUs. I think they don't want to show X1 weakness.

if the clouds are this powerful, why even bother with releasing Xbox One? Instead connect this MAGIC power to the 360 and bring up the performance to PS4 levels.
Use your brain people, MS didn't create 300K server to bring power to the One, they created them to monitor and check every Xbox One sold. that's why it's 24/7 online machine.
