I think , and so do a few other think it's a technical bug with smoke rendering and things like that when interacting with them , it can be fixed in a patch that will probably be out on day one.
It is still gonna be a bug that is causing the issue, scenes where not much is going on are dropping frames whereas there are high amounts if things happening in other parts where the frames don't drop at all, all you are doing is jumping the gun and will look like a fool ggj

The same guy that leaked the 720p news way before it was official also said that the xbone will be getting most games as 720p and some as 900 pretty much no 1080p.
If the ps4 was going to suffer from higher res the devs wouldn't make it higher res, it's never gonna be 1080p on ps4 with everything turned down and then 720 on xbone with all the settings turned up, the ps4 is getting the higher res with either the same performance or better performance. Look at cod for example rubin said they made the consoles res as high as they could while keeping the performance where they wanted it the os4 can just do more than the xbone end of story.
