I'm sure ND has taken spoilers into consideration. If you played the beta in June, all the villains were NPCs. I think NPC is the correct way to describe them, but the villains weren't of any importance or significance to the story
No, you do not need any game data from either of the two inFAMOUS games. Festival of Blood is a seperate download and shouldn't spoil anything from any of the previous inFAMOUS games.
