Was watching Gods of Egypt and first thing I thought of when I saw the CGI was Gears.
MS is sitting on a mountain of money with Gears and I can see the movie doing Marvel movie numbers easy.
Highly doubt its going to be $20.00 because this is not just a simple port.
MS help develop the game and I am that somewhere in the contract stated that after the exclusive time period any other game company wanting the game on their platform would need to use their own assets and codes...so basically think Gears of war remaster which was done from scratch.

I think its a bit of both.
The game was being developed for both consoles but MS struck a deal to finance the game under conditions of the exclusiveness and that if if Sony or Nintendo wants the game they will need to start from scratch.
