Yes, they're giving it to the people. For example EU has bought 2 new classrooms for my school and equipped it with macs and PCs. Also EU is paying for education practices in Dresden or Leipzig with full accommodations in 4 stars hotel. If not EU help then plenty of eastern and center Europe (post communism countries) schools will be without that and many more things (free food for the poorest kids).
