On one hand, it is true that there is more cheating on PC simply due to the vastly superior hacking possibilities in respect to consoles.
On the other hand, they could just implement a strong anti-cheat solution.

Killzone games are underrated, but it's definitely great that there is a talented writer now to make a polished story for Horizon.
