Dx12 will not make xb1 more powerful than ps4 BUT it will make coding easier and lighting less stressful on the system and various other things like better memory management tools and such.
Above all else itl make it easier for devs to get the most out of the system so its entirely possible it will help devs hit 1080p more easily on the system.

Yeah it is planned to be able to purchase 360 games through the xb1 store but its not available right now. This dash is going to evolve big time this is just the beginning.
Phil spencer said its a licensing issue for BC. All the cars on pgr are officially licenced for the 360 so they would have to repurchase the licensing rights to those cars in order to have them on the xb1 platform.
Regarding ressurecting it i really wish they would but you're probly right due to forza.
Theres room for both forza and pgr i wish they would bring it back.
